Who holds an issuer's government debt securities. Amounts are gross holdings attributed by the source (custodial country, not beneficial owner); no netting against the holder's own liabilities is applied, so this is not a net position. Named holders never add up to the issuer's total — the remainder is grouped as Rest of world.
